charger not working

my laptop is asus x200cak018d notebook, my laptop charger not work in my home but it works at other places like in my office and it gives shock when it is plugged in socket........

I'm running into folk that think that little spark when contact is made is a shock. That's normal for when current starts to flow. This reads like something is wrong with the home wiring. An electrical specialist is often required.
