changing servers

Yes I definitely can be considered a noob, but I need some experienced help. In my area Comcast has monopolized my internet browsing. Verizon does not even have dsl out here yet. So my only choices are dial-up and comcast 6 meg. I am guessing that Comcast has me using servers in Tampa. So I have gone to speedtest:net and checked my speed. When using a Tampa server my ping is like 200; download is 2.5 megs; and upload is .7 megs. But if I change it to a Dallas Tx server, my ping drops to 56; download is 3-4 megs and upload is 1.6 megs.

Now to get to my reason for posting this thread. I do not completely understand all of this language. So, my question is; if I change my address to a server somewhere else would it speed up my connection? And if so how could I learn/do this? And would I have to change my 360s address too?
