Changing Language on laptop with windows 7

One of my clients would like to have the language changed on the entire computer to Chinese; I noticed that changing it in the control panel just changes the date/time and some minor things.... thanks in advance to anyone who can help me with this

My answer is since you want the entire OS changed you need the Chinese version of the OS and not the changes you already found.

windows 10. Maybe your client can do it that way. However, I am not sure if this separate install or is it consider to be an upgrade. Maybe do a clean install on that computer and wait to see what MS has to say. Good luck.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
