Changing File Extensions

Anyone know how you can change file extensions with Windows XP? I want to change some .mp3 files to .3gp so that I can save them as ringers on my Samsung t809 phone but I need to know how to change them.

It's not enough to simply change the file extension, you have to change the format to do what you want to do. That means some sort of conversion program will be needed.
