Changing default font

I have MS - XP and use Outlook Express. I have tried changing my default font from arial 10 to Times New Roman 12. I have followed instructions by going to tools/options/compose and selecting the font that I want. I also ensured that Rich Text (HTML) is checked. When I create a new email message it still comes up with Arial, yet when I reply to a message I get the Times New Roman?
