Changing account to Administrator account

I am unable to change my main account to an Admin account. The "Change Acct. Type" buttons grays out when I click on the Admin dot. I tried to search for this problem but the search function on this page isn't working.

I AM using an Admin account. I know how to do this, I've done it many times, it just won't let me do it now. And, on the account that I want to change it says "Administrator" by the icon, but when I go into that User to change it, it is marked as a "Standard User" account, then I choose the "Administrator" button and the "Change Account Type" button grays out.

Then start coming forward with any updates and see what breaks it.

I've only encountered one Windows that the UTILMAN trick didn't work.
