change function of key on MS natural ergonomic 4000 keyboard

I have a MS natural ergonomic 4000 keyboard that I can not find keyboard layout info for.

On the right side bottom, between the ALT key and the CTRL key is a key that I do not know what its purpose is.
I press it and the box that pops down does not have anything I would use.

I want to change the function of that key to serve as a WIN KEY.

I tried googling, but found nothing I could use. I don't know what the key is called so it makes it more difficult to google for info.

What is the key called, and can anyone give me advice on how to change the function of the key?

I did not see anything I could use. The links were to find Windows Key.

I tried every combo I could think of in Googling to changing a Keyboard Key. No luck.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
