Cell Phone Reception

Two issues:

What is the bestway to determine the best service, especially when phones from different services are not consistent..
AND
Other than trying phones at home (from the same service provider), is there anyway I can determine reception capability (i.e. read specs about reception) so I can select a good reception phone??
