CD Writer can read but cannot write

I cannot burn DVDs or CDs any more from my DVD writer. I haven't been burning CDs or DVDs for almost a year now so I don't know how the problem started.

I even installed two different CD writers, HP CD Writer Plus 8200 and Plex Writer 12/10/32A that were working fine on another PC. I installed the drivers as well. I have reinstalled windows. But still I can only read from CDRom. The system does not detect it as a writer. If I right click on a file and select "Send To" I only see the floppy icon and various locations for the hard drive, but the CDRom is not detected. I have tried Nero but Nero does not detect it as a writer, only as a reader.Since the drives were working before and they are working in aonther PC, I am baffled as to what the problem is. I have even tried installing the drive as a slave on the primary as well as on its own on the secondary port, but with no luck.
Any help would be greatly appreciated.

System Info:
Mother Board: Asus P4P800E Deluxe Mother board with Pentium 4 3.00GHz
1 GB of Ram
Windows XP Professional ver 2002 Service Pack 2
HP Writer Plus 8200 series
PlexWriter 12/10/32A

for testing

Download and burn a live CD at a friend's house- since yours doesn't work- and use it to test your drive.
I suggest knoppix.
After you download and burn it- It's an iso, you'll have to go with tao or a similar type of write- test it on your friends computer. be sure the BIOS is set to boot from the cd drive first. A splash screen will come up, followed by the boot sequence. If that works, you've done a correct burn.
Take the disc home and start up your windows-box. Set the BIOS to boot from the CD drive first. Insert the cd and restart if it boots into windows. if it doesn't, let it boot.
When the screen comes up and you hear "Initiating startup sequence" wait a moment.
Close the kde browser, enable num-lock and click on the K in the bottom left corner. Click control panel --> peripherals --> keyboard and set the repeat rate to 15/sec.
Click the firefox icon and start a new session. click edit --> preferences to set privacy. Go to your mailbox or to a site that has a file you want. Download the file to your desktop. In the other CD drive, place a blank disc. Click the K for the menu --> multimedia --> k3b. Choose the drive that has the blank CD. Choose new datacd project. select items from the download location and drag them into the lower left box. When all of the items are in, choose burn. If the files are burned, and you can reinsert the cd along with viewing the files, the cd writer works.
Logout and place the knoppix cd in the other drive. Do the test again.

Thanks for the quick response. I tried out your suggestions. They helped. The CD writer works. After using Knoppix I was able to change the properties for the writer and it works fine now. I never knew anything about Knoppix, but I do know now. It's a great software.

no dvd burner

i might be a bit cheeky here but since you gave a good reply i thought i would ask you this one. i have 2 burning software programmes nero and cucusoft, for editing and such i use nero, for a quick burn i use cucusoft but for some reason cucusoft has started saying there is no dvd burner available ? nero works fine, to get in touch with cucusoft takes an age, i had a similar problem about a year ago on my old pc, i never have this prob with nero, it took about 2 month to get my reg key for my new pc and now its stopped working again, cucusoft that is. i am starting to lose faith but i like the programmes speed for just burning a dvd.
i have a dell dimension E520 1024 ram 160gig hard drive running windows media centre.

My cd burner cannot burn but it can read,, yesterday I already burn to 2 pcs of blank CD, but as of now i change the brand of blank CD that's why i cannot burn, but it is not the first time i experience this problem, if i experience it, i format my pc so it work fine, but i lost more data,
