The most common reasons are:
1. Motherboard drivers are out of date.
2. The power supply was never upgraded and may have aged which means less Watts than new. Read http://www.tomshardware.com/howto/20040122/
3. A setup issue. For me, my presciption which I will not debate is to use the new spiffy 80 conductor IDE cables, the FIRMWARE updates to the drives, the motherboard drivers and the CDRW software uptodate and always have an oversized power supply. For this cable the jumper settings are easy. Cable select.
