CD-Rom Not Detected After Win98 Install

A friend asked me to format his computer for him and reload Win98.

After going through the standard formatting and installation procedures, windows was not detecting the cd drive when windows was starting up for the first time and loading some of the drivers.

The Bios has no trouble seeing the CD Drive, and the normal installation of Windows indicates that it's working, but I can't see any reason for it not to be detected.

I was also getting a problem with the Secondary and Primary IDE Controller (Dual fifo), with windows saying the device wasn't present, not connected or the driver not up to date.

These two problems are probably connected somehow, but I haven't figured out a solution yet.

The Drive is a 40x Diamond Data.
