CD ROM, disk two of three can not be read

Issue with my laptop CD/DVD-ROM: I tried several times to install CIV III (antiquated but always fun to play), each time completing the first disk download, only to find that the second disk would not register. I rebooted, reset the drive, wiped the disk, checked for disk integrity, and everything seemed to be fine. I have never had this problem before. On a lark, I put in disk three and that one was readable, though couldn't install as disk two hadn't finished (or even begun).

Any ideas on how to get around this or what might be causing the issue? Lap runs on XP.

Try a lens cleaner.
Clean the crud off the cd.
Take the cd to another machine...see if it will copy.
