cd rom

I just upgraded my mother board and cpu to a 2.4 celeron-d prossesor,allmost everythink is running
great except if i try plugging my cd rom in, the computer wont start windows also my dvd\player\burner
wants to hang up me also.I would like to have both
roms working.im running windows me with 256 mb ddr333
ram.also a new case with a 350 watt power supply.

Is the cable upside down?

Plug an IDE cable upside down, off by row or pin and... the PC will not power up.

Yes it was plugged in correctly.Pleace see my new
post cpu usage.
