A test I use to see if the CD has failed is to perform a boot from the CD. A simple BIOS change to tell the machine to boot from CD may be required but given that Windows ME is this old, you should know this machine well enough by now.

Does it boot from the CD?

If not, the drive has likely failed or come unpluged.

Windows ME stopped shipping years ago so I can't accept you are a novice. You have had this machine for at least 3 years...

In short, you put the Dell boot CD in the machine and set the BIOS to boot from it.

Did you try?
