File slack can account for this issue. I've helped people craft such CDs to counter piracy a little. A straight duplication still works, but kills those that try to copy the files from said CD and back.
Why didn't you duplicate the CD?

Hi Everyone,
I have recently encountered a strange phenomenon which I would like to share with everyone.
A friend of mine gave me a Video CD for copying. The capacity of CD was 700 MB / 80 Minutes. Strangely when I copied the CD on my NTFS drive ( I am using windows XP), the file size jumped to 780 MB. Now when I try to files back on a new cd of identical capacity, it says that the CD does not have enough disk space.
I would like to know that how is it possible to write bigger video format (.dat) files on a cd with less capacity. Is it through some software or their is some new compression technology.
