CD/DVD REWRITTABLE DRIVE PREVENTING RESTART

Whenever I select restart from the Apple menu, everything starts to restart properly (exits out of OSX and the screens go blank, but then the CD/DVD Rewritable Drive Unit clicks every few seconds and the Mac never restarts. I have to do a hard restart by holding down the power button on the front of the Mac. I've tried switching cables from "Top" to "bottom" with no avail. The funny thing is am able to select Shut down from the Apple Menu and it shuts down without clicking or any problems.
