Actions taken:
Disabled Symantec Endpoint Protection with: smc -stop
Set IE Security to lowest possible settings.
Turned off Windows Firewall.
Issue does not occur at FileHippo.com, MajorGeeks.com, Softpedia.com, tucows.com, etc.
