Careless behavior of credit card co

The hypocrisy of Identity theft:
1) every government or employment agency, driving school and many other big companies in this country asks you to identify yourself by your social security number, which opens the Pandora box right there and than to whoever is dealing with your data. Why can't this country invent a different way of identifying their citizens? every other country in the World is able to!! Stopping to have to give out your SS#, would stop identity theft in its track.

2) 6 months ago I received - without ever asking for it - ready to use checks in the mail from my Visa card provider Providian Bank. The checks included: name and full address, my account number in full and ready to use. I immediately wrote to them asking to stop this at once, since it was inadmissible to send out empty checks by mail and violating my right of privacy and promoting the theft of my account details. 4 more mailings arrived since, 2 envelopes not even sealed!! I wrote 3 more emails which were basically ignored and finally closed my account over this with this credit card provider.
Not only am I not interested to use checks from a credit card company when they are checking accounts available, but the fact that they promote identity theft, while the whole country is trying to fight it (or is it just a hypocritical way to keep us busy) is plain inadmissible.

The worst, Discover Card started sending out ready made checks to their credit card customers too

Question: does anyone know where I can officially complain against a credit card Bank?????
