Capture Device Vs TV Card?

I have seen Capture Devices being sold and I honestly don't have a clue what they do..... I know TV cards allow you to watch TV on your computer...... but a Capture Device?

Captures video from many sources to record

on VCD's, DVD,s usually by saving the files to the hard drive first for further processing, editing. You can run a capture card and a video card at the same time on a computer.

Many video cards will serve as capture cards, if it can support capture it should have the capture software with it.
