cant use my outlook email

Dear
I have compaq presario c700,oprating window vista,outlook 2007,all orginal copy.I have removed the norton evaluation copy,since then when i try to send nay email it gives me can't connect to outgoing server,I have contact my ISP. I did all the setup as they advise me but no help.
