Can't Use My Desktop Shortcut Icons

Hi,
I have windows 10 and when I click on my desktop shortcut icon I get
a message on the screen that shows 'chrome_proxy.exe' and tells
me the shortcut has been changed or removed and will no longer work
properly.

This should be only for Chrome targeted web links.

I'd reinstall Chrome. My choice would be to use the Chrome installer from Google or the one at Ninite.com

Sometimes programs and associated icons can become corrupted and this suggestion should resolve the OP's issue. Wink
