At least one of them is "heaven". In area of 4 characters followed by 4 other characters, the third one in the first group is "heaven".

These two characters together in Chinese and Japanese.

the world; everything under the sky; all under heaven

In the upper left of the package, there appears

to be a logo. There is a google app that's supposed to be able to identify logos using a smart phone camera. I don't have a smart phone so cannot confirm that to be true. It's too bad the bottom half of the package is missing as it might offer clues. As for Chinese characters, it's my understanding that the smallest change to one stroke in a character can change it completely. In our English alphabet, a serif or lack of one changes nothing but it would with Chinese characters.
