Can't get HP A.I.O to shutdown!!!!

Can anyone tell me why I can't get this HP A.I.O to shutdown fully?
When I select power off within Windows the system says it is shutting down and the screen goes off but the fan and power light are still on.... Upon boot up it takes over 5 minutes to get past the HP logo splash screen before booting up (Once in the OS the system runs well) I've tried swapping RAM, HDD (Clean install) , Updating all drivers, running Windows updates, tried downloading and installing the intel Engine Management driver (Get an error saying my system does not support it, Updated the BIOS etc.... Even when I boot with active disk (so no windows enviroment) It does the same.... can anyone offer any thing else to try because im all out

How did you update all drivers?

If you used Microsoft's Update Driver buttons, that won't do at all. Go get drivers from HP.com for your model.

Starting to have shutdown issues. It's quite old so we just are not going to fix it. Already have its replacement and when the move completes I'll look at it again.

For now we shutdown and if it doesn't in 5 minutes we just press and hold the power button for about 4 seconds and it powers down. This is fine since we have backups and almost moved onto the new PC.

-> As to your AIO, all I have is what you reveal. If you installed Norman's Road Trip Advisor or such I can't know that.

How about a Web Speccy so we can check out what's running prior to a failed shutdown?
