Cant format c drive

hello I just bought a used computer but for some reason i cant format the hard drive. When i try to format it i recieve the message "Windows can not format this drive. Quit any disk utilities or any other programs that are using this drive, and make sure that no window id displaying the contents of the drive. Than try again."
So I check the disk utiity manager and there are none running. I hit Cntrl-alt-del and I see no programs running. Can anyone help?

That's correct. You're running Windows from that drive, so you can't format it. Did you oversee this program somehow?

The setup from the Windows XP CD will let you format the drive before installing the new OS. Be sure you've got a valid license.

I just installed windows from the disk but it didnt format me c drive.
I still have everything tht was thre before. except now the op is new.
did I make a mistake?

if you know only a little of computers, you must be able to do this,

acces the DOS
that appears everytime u start you`re pc
that one that ask to "pres del(delete) to run setup"
there u can look about where you could install a fresh copy of windows,
it must be there anywhere,
i havnt done it before myself, i only heard about it,
so please let me know if it did work.

if it dont work,
ask someone in you`re family that knows the world of computers better than you,and he should know what to do right now.
