Can't download, resolution on Google & firefox

Can't download anything when I try to run nothing now have multiple of some downloads. Screen changes to neon colors when I go asks for administrators permission happens on all users? Please help before I make it v worse. Thanks pcburnout....

Reset browser???

How do I reset the browser? Also CD ROM was corrupt so I uninstalled it but not able to get one back in with not being able to download??
