Cant download anything

Hi guys, yesterday my computer just stopped downloading anything from the internet. My connection is strong (have checked this) and I have tried on chrome, explorer and firefox and they all just say 'failed' or 'download error' when I try and download any file online.

I then tried downloading what I needed onto a friend's computer and transferring the files to mine with a usb memory stick - but when I try to move/copy the files over, it doesn't work and displays this message: "Error 0x80070718: Not enough quota available to process this command".

I have been looking on forums for a while now and still really stuck! Both these problems started at the same time so I'm wondering if they're linked in some way?

Any help would be much appreciated!
