Cant download

My comp been suffer from some type of technical deficulties and it dont let me download or neither log in some sites, please can someone help me with this problem? thanks

Is it only particular sites that won't let you log in? Could it be the encryption on your PC needs to be upgraded? Is it only FTP file transfers or also from HTTP? Do you have any software or hardware firewalls that may be causing this problem? Perhaps it is the security settings in Internet Explorer? Have you installed anything new on your PC? Presumably this is your home PC rather than a company PC?

it wont let me sign on in Hotmail or netscape n it dont let me upgrade nutthin i have to upgrade the IE 5 to IE 6 but since it dont let me i cant n i dont know if i got a firewalls how do you find out you do? i restarted the setting on my internet settings because i thought i was that but it wasnt n ihavent install nothin on my pc bc it dont let me n its my home PC everytime that i try to upgrade something it say:

"The software you are installing has not passed windows Logo testing to verify its compability with Windows XP. (Tell me why this testing is important.)

This sofware will not be installed contact your system administrator."

But i am the administrator of the computer
