That 3/10 figure you quote does not sound right.
I just checked Steve's A95 review and on the conclusion page, he states: "The all-important shutter lag (delay from pressing shutter until picture is actually captured) was approx. 1/10 of a second when pre-focused and 6/10 of a second including autofocus. "

If he stated 3/10 anywhere else in the review, it is a misprint. 3/10 would be incredibly slow for any camera.
When you get your A95, be sure to try out the "burst" mode. It is great for action photos. One of my cameras has "burst" mode and I use it often.

The Powershot A95 seems to be very good, but Steve's Digicams says that the prefocused shutter lag is 3/10 second and the continuous autofocus shutter lag is 6/10 second. However, I usually capture pictures of children that require quick response time, so I'm wondering if the A95 will live up to that.
Also, another camera I am considering purchasing is the Canon Powershot SD300. Canon says that the shutter lag of this camera will be 1/10 second. Does anyone own this camera, and when will it be available?
