A fuse should be present, but you will need to remove the cover(s) in order to access it more than likely. However, just what if anything does the MP830 do when power is applied when by itself. If it blinks or shutters, moves anything, etc. the MP830 has power but another problem. If it blinks at all, note the blink cycle, that's a clue to some error code/message. Even on a surge protector and multiple hits, expect the weakest link to falter. Since, the MP830 is host to many functions it cab easily be broken. If any warranty, use it. Visit the Canon support website and check their FAQ/tips&hints for possible clues.

Canon MP830, 8 months old, not used heavily at all. It is not powering up. We had some power surges over the last few days but The MP830 is hooked up through a pretty heavy duty surge suppressor which protected a few other items I had connected thru it. Nonetheless, I unplugged the MP830 from the strip and plugged it into numerous other outlets with no success. Other devices I plugged into the same outlets worked fine. With this unit there can be issues of not printing when ink runs low. That said, the machine has to be powered up in order to access the ink tanks. Catch 22 there. For what its worth, I don't think its the ink. Perhaps a fuse? Any thoughts would be greatly appreciated. Thanks...
