A new hard drive is certainly unnecessary. A fresh install of Windows formats the current drive, and that is surely enough, because this isn't a hardware issue.
Did you already check the possibility of a somehow (some setting, some registry entry) corrupted Windows user account. The basic diagnostic: create a new Windows account and try there. It's MUCH less work to transfer the contents of the old account to the new account than to start all over. See http://support.microsoft.com/kb/811151
Depending on the circumstances it might be an option to use another method of copying the spreadsheet and than clear the read-only attribute. Open and Save As isn't the fastest way to do it.
But you don't tell those circumstances.

I have a Dell Workstation Running XP SP3 32-bit. I am running Microsoft Office 2007. My problem is with Excel.
I open an .xls file or .xlsx file that is read only. I will click save as to save the document as a different file. The dialog box which allows me to choose my save location as well as my file name does not come up. It just sits there.
I have tried everything I can think of. I have uninstalled / reinstalled. I have tried a system restore to before the problem started. I have uninstalled and purged all office data I could find then reinstalled and the problem persists. I am out of ideas. My next move will be a new Hard Drive and a fresh install of Windows. I am open to any ideas you all may have.
