Cannot play or burn cd

I cannot burn photos or music to cd? I cannot even play a cd? No error messages come up it just says insert disc & i have tried putting a new disc in everytime it says this and nothing happens. My PC is a NEC L130 Intel Pentium 4 CPU 3GHZ,1 GB RAM,32 Bit operating system. Windows Vista Home Basic, Service pack 2, Microsoft Office 2007. Please help me!

1. Uninstall the upper and lower filters that may have been created when installing or uninstalling burning software. Follow the instructions in the link below:

2. The burner has died.. In that case, it needs replacement, whether it's been used a lot or not, DVD/CD burners will expire.

I just tried the link you sugggested and there are no upper & lower filters? I then tried the fix it automated troubleshooting and it said that the disc cannot be read. So maybe the burner has died...:( Thankyou for your help.
