Cannot move Word ART in MS Word 2003

I have a new computer with MS Office 2003!

When I use Word 2003 and create a title with Word Art

I found that I cannot freely move the textbox that the word art was created in arround the page
like I am able to do in MS Office 97 on my old computer!

When I use MS Publisher 2003 I have no problem moving the word art around the page.

Right click on it, PROPERTIES and see if that LOCK ANCHOR is checked. You need to look around since I can't see your screen to see what checkbox needs changine.

WordArt frame can not be

Right click the WordArt, you will see a frame with the eight control points.
Select "Format WordArt..."
Select the Layout tab.
Of the 5 "Wrapping styles" there (In line with text, Square, Tight, Behind text, In front of text) select anything other than "In line with text".

You will now be able to drag the WordArt frame around the page.

(Bonus:You will now also see a 9th control point on the frame, it can be used to rotate the frame.)
