Cannot load in Cd api.dll

I am using Windows Vista home Premium in a Dell Laptop Inspiron 1525.
As I am a new user I havent got a clue what this message means (Cannot load in CD api.dll) and how it effects my computer. However i am having trouble burning info to CD/DVD.
Can anyone help?
