cannot install net framework 3.5/error msi.dotwrp64

hp laptop dv9700- t8100 processor
vista home premum

cannot seem to download this up date---which I need to download microsoft streets and trips (net framework 3.5)

I also get an error msi.dotwrp64 when trying to download the softwear for my hp 5580 all in one printer

You find only 2 discussions. VERY VERY ODD in it self but read the answer to the HP 4480 printer install. Good luck.
