cannot install language packs

I am looking to install additional language pack such as Chinese in vista.

After clicking windows update and selecting the language, and after 10 mins of downloading and installing, it says failed, error code 2, i tried restarting and install again with even a different language file, still says install failed. Anyone can help please. thanks

1.) What version of Vista are you running?
2.) What is the URL to the language pack you are downloading?

1) Windows Vista Ultimate
2) it is not a manually downloaded language file, it is done by going to Start > Windows Update > available updates > then i choose a language i want to install.
