Cannot insert documents as images in OneNote 2003 SP2

I am running Office 2003 SP2 Pro and this problem already existed before all updates. Well, when I hit insert document as a picture a message pops up that says ''Please wait while OneNote inserts an image of the document.'' After 4/5 seconds another message comes up saying that ''The document cannot be inserted. To fix the problem try one of the following: *Make sure a Microsoft Office program that can open the document is installed on your computer. *Open the document by using an Office 2003 program, then convert the document to the Office 2003 version of the program. *Change your installation of Office 2003 and install Microsoft Office Document Imaging (MODI). *If the document is password-protected, enter the correct password.*

Well the Microsoft Office Document Imaging (MODI) it is repeat it is installed and there's no password whatsoever.
