! Cannot execute?

Hello.
I am trying to open a file using WinRar and when I try to open it, it comes up with this error message:
! Cannot execute "C:\DOCUME~1\Kate\LOCALS~1\Temp\Rar$EX00.719\ProRat.exe"

Could anyone help me please?

I don't know if it will make a difference but maybe it will open in safe mode.Since this file is .exe it might cause problems opening it.

..Besides, a .exe file will open by double clicking on it. No need to use a decompressor like WinRAR. To boot into Safe Mode, follow the instructions in the link below:

How To Start In 'Safe Mode'

And the problem with executing the file may be because you're ALREADY infected with the Trojan.. Have you tried downloading, installing, updating, then running a full system scan using the free tool below?:

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
