Cannot download apps on iPad

Can no longer download apps to iPad, have tried resetting iPad, rebooting, checked router and Apple reps. unable to

This problem just surfaced recently when ebook I was reading left with a blank yellow page. Tried to correct
by deleting Overdrive app and reinstalling it with no success.

Which version of the iPad and which iOS are you running. Do the installed applications still work ?

This is iPad2 and latest iOS 7. Yes the installed apps work. I have tried resetting
everything even to factory default. Have rebooted, have checked Airport router
and everything I can think of.
Was reading a ebook in Overdrive from public library when the print flew off and I
was looking at some kind of yellow page. Could not retrieve book, so deleted Overdrive
app and reinstalled. It will not install -- just keeps twirling. Also found this to be true
in trying to download a new app.
Apple tech support was unable to solve this also. Seems like I have a glitch in outer space!
