Cannot creat a new user account

Win 8.1
I created a new user account with administrator
privileges as usual, but the new account does not show when I log off or try change accounts. It also isn't listed on the upper right corner of the start page.
Basically even though I see it in other accounts through the settings menu, I can't switch to it.If I go to disk C/users it's not listed.
I turned on Guest Account and also I can't choose it.

Could someone please address this issue..

I bumped into this and well, I tried again and succeeded. However if this was on a domain or you are using that email rather than local login you could run into that issue.

Thanks for the reply.
Yea I've tried creating a local account and another one with an email, plus I have a guest account.
None of these can be accessed or chosen when I log off or change users, basically because they are not listed.
Please advise.

Sounds defective. I don't have much reason to offer other advice as this is truly something bad that has happened.

Try the options in http://windows.microsoft.com/en-us/windows-8/restore-refresh-reset-pc.

If those don't work and returning the PC or installing from scratch is not an option, your only options left are to accept the situation as it is or to buy a new PC.

Get out the plastic and call Microsoft and don't pay unless they fix it. My bet is it's either pilot error or Microsoft will have you reload the OS.
