Limited access means "access to the router, no access to Internet." it's a perfect description.
However, the services tabs in Task Manager doesn't have File>Options; disk cleanup usually is in the properties of the disk in File Manager. So it's unclear what you did.
And although some viruses are in the temp-folders cleaned by disk cleanup, certainly not all are. So that cleaning certainly isn't the best way to remove viruses. So it's unclear also why you did what you did.
Usually, we recommend system restore if you mess things up. But that might not work, and if it works, it brings you back to a system with a lot of viruses.
So now I recommend you go back to factory conditions (clean install of Windows), install a good antivirus and be careful when using Internet (that's practically always), so this won't happen again.
