According to Canadian Law, anyone believed to have been involved or to have conspired in torture is liable to arrest and either trial in Canada, or to any competent authority who will. The government of Canada currently is in the hands of the Conservative Party, which is a step back from the Progressive Conservative Party which is what it was before the late 1990's, seems unlikely to pursue Bush, but the Lawyers could tie the hands of the government if they can get the case to court.
