Using an iPad in stead of an iPhone might be an alternative.

Hi I'm Steven Virgadamo. My dad has an iPhone 4s. His eyes are failing and it is becoming difficult for him to see app icons. I've changed font size for h but don't know if icon app size can be increased for readability. Any help you could give would be appreciated.

Double tapping with three fingers does NOT work if you have ever turned on your iOS device before, EVER!
For those of you, like me, that have been double tapping with three fingers only to have just one App launch, the solution is to go to Settings > General > Accessibility and turn on the Zoom option.
Just like it says in Bob's post.
Now you can double tap with three fingers to zoom.
