Can't take file & folder ownership

I'm running win7 home premium as the admin & cannot change the read-only attribute on some files & folders. I've tried using the "take ownership" program to no avail. I've run the cmd line with -r & -s. Nothing works. Attribute reverts to read-only as soon as I close the properties box. How can I take ownership of these stubborn files, which include not only system folders on the C drive but harmless files & folders (such as photos) on my E partition?
