Can't start Windows

I got this old HP that was working fine up until yesterday when I tried to install software for a scanner. Now everytime I try to start up I get this:

Windows could not start because the following file is missing or corrupt:
Windows root\system32\hal.dll.
Please re-install a copy of the above file.

And no matter what I try, that's as far as I can get. I've tried starting up in Safe Mode and every other mode and I get the same result. I even tried re-installing XP and it just will not get past the above notice. So how can I re-install a copy? I can get to Setup but I've also tried different settings in there and it didn't help.

CPU Type Celeron (TM)
CPU Speed 533 MHz
Cache Run 128 KB
Primary Master [10205MB]
Installed Memory 384 MB

This is really all the info I can get off the Setup page.
