Can't start after lock and manual shutdown

My son thinks he clicked the Lock button on Vista (Next to the Start) then he manually turned off the computer.
When I turn on the computer, the monitor immediately goes into a power saving mode and I can't get a screen or anything.

Any ideas?

Almost all PCs show a screen prior to Windows booting up. Troubleshooting means checking the video cable from PC to display, tapping the reset button and seeing if the bios or such screen shows.

-> I must have missed where you shared the make, model and when you bought the machine. Can you share that again?

Try unplugging it for a minute, then plugging it back in and booting back up. It sounds simple, but sometimes that's all that's needed.
