Can't send email in OE 6

I have WINME--OE 6---MSIE

Just started today. I can receive email via OE 6, but I can't send. My email out box shows that the mail was sent, but no sign that it was received. I sent email to myself and I did't receive.
How can I correct my problem? If I have to overwrite the OE 6 program, how and where can I D\L the OE 6 program?
