It seems I'm full of problems lately, I can't seem to reboot into safe mode! When given the option to reboot my computer it doesn't ask if I wan't it to be in safe mode or not. any help?

I don't even get an option to reboot into safe mode. Err looking back I described my problem terribly >_<
I suspect if you knew how to do that before and something has since disabled it you have some virus or malware.
Although explicitely asked, you still don't tell the OS.
And you don't tell what you do, and what happens then, and what options are offered, only what option is NOT offered.
Please be more communicative. The more we know, the more help might come.

If my thoughts on your post are correct you are unable, by pressing the F8 key, to access a boot option menu. If this is so I have two options for you to try. Only the first option is safe.
If the system will boot to normal mode go to "start" -> "run". Type "msconfig", press enter. In the first window fill radio button "Diagnostic Startup". Click apply/ ok and reboot.
Or allow Windows to start booting then pull a hard shut down (turn off the power to system)(not the best idea as corruption of operating system can occur). Windows should then reboot to boot option menu

Did it require a hard boot or msconfig?
