Can't open Windows Media Center

When I try to open WMC (the TV) I get this popup box:
Windows cannot open this program because it has been prevented by a software restriction policy. Contact your system admin. Any ideas on how to correct this. BTW I cannot access my controlo panel; its locked. Any ideas on how to correct this?

Any history of this machine (for example, it comes from a company) that could explain it?
If not, as it always been this way and what changed since it last worked.

Its an HP w1907 running Vista. Computor and WMC (TV) were working fine until about 1 month ago.

using vista... go to default programs(in control panel),than click set program access and computer default, than which ever option is selected click the far right corner of the bar for the drop down menu. scroll down to default media player section and check the box next to the media center option that says enable access to this program than click "ok" and your all done! try opening media center now and it should open right up!
