Can't open MS-DOS Promt

When I attempt to open MS-DOS Prompt I get this error message:

"Cannot access the file 'C:\Windows'.
Make sure the file is a valid program and that it is not in use by another program."

I have no idea what could or would be using it. In fact I'm really not sure what it is for except that I use it when clearing index.dat files with Index.Dat Suite, and the last time I used Index.Dat Suite the MS-DOS Prompt opened with no problem.

Any ideas why I can't open it?

I am using Windows ME.

Just some suggestions here:

1. Restart the computer and try again.

2. Restart the computer into "Safe Mode" and try again.

3. Click on Start-run, type "command" (without the quotes), then press the "Enter" key.

4. Click on the link below and run the malware removal tools listed by Bob Proffitt's post, restart the computer afterwards, then try again.:

As Grif implied, the MS-DOS-command prompt is, in fact, a program command.exe in the windows-folder. If you can locate it in Explorer, and it runs when you click on it, it should be easy to modify the shortcut in Start>Programs to point correctly to this file or make a new shortcut to it.

If you find command.exe and it can't run somehow, then please post again telling what happens.

All of this (including Grif's other suggestions) is supposing you try to run the MS-DOS Command prompt from Start>Programs. And not mean that you can't boot into MS-DOS.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
