Can't open Control Panel

Last night the following occured:

Lost desktop wall paper
Cannot set clock
Cannot open Control Panel
Cannot open my documents on desktop
Cannot open My Computer on Desktop

I ran Scandisc and McAfee and no issues were found. Rebooted system several times still the same. I can get to my docs by opening Word etc and accessing a file through the Open file menu. Any Ideas? Thanks for any help.

The only thing I use is the AOL spy ware software which I usually run a couple of times a week

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
